Higher Education

David Hemingson is a Partner with ISG Public Sector and leads the firm’s Higher Education Practice. He has more than thirty-five (35) years of experience providing professional services to more than 200 university systems, leading research universities, academic medical centers, colleges, universities and research institutions. He specializes in complex, enterprise-wide transformation projects that include strategic planning and implementation of leading practices often in parallel with the evaluation and implementation of enterprise systems.

He has provided project management and independent verification and validation (IV&V)/quality assurance services in support of these projects. He had led projects to evaluate enterprise organization structures and processes, and identify and implement operational improvement, service enhancement, and cost reduction/containment initiatives, including shared services. His experience is focused on project management and change management, and includes risk assessment, benchmarking, operations improvement, organizational redesign, and predictive analytics.

John Cook has been a Director in the ISG Public Sector Practice for more than fourteen (14) years, and has over thirty (30) years of proven experience in enterprise application software procurement, analysis, software design, project management, quality assurance, and implementation, with the last eighteen years working on public sector enterprise software projects in an advisory role. His recent public sector experience includes business case and requirements development, RFP authoring and procurement support, ERP vendor evaluation/selection, contract negotiations, cultural change management, and project management/quality assurance responsibility. He has recent experience evaluating software-as-a-service, cloud-based, and hosted systems for clients

Nathan has more than 19 years of service to state and local governments in IT and project management with expertise in financial and compliance auditing, human resources, activity-based costing, process improvement services, internal control reviews, project management, and consulting. His work with public sector organizations includes helping them select, acquire and implement ERP systems for finance, procurement and human resources management. Before coming to ISG, Nathan held positions in state government and commercial enterprises, including a Big 5 accounting firm. Nathan is a certified Project Management Professional (PMP) and a licensed CPA in the State of Texas.

Kirk Teal is Partner of ISG Public Sector and has over 26 years of public sector experience, including 20 years of experience in the design, development, implementation and support of financial and procurement applications designed for public sector entities. He has expertise in the following functional areas: general ledger, accounts payable, budgetary control, budget preparation, grant and project accounting, purchasing, inventory management, and asset management. Kirk has considerable experience in assisting state and local governments, and institutions of higher education in evaluating ERP software offerings and implementation/integration services firms.
